I'm sorry, but at least I'll have to agree with Imposter on this - When Blizzard releases stuff, it's worthwhile the wait and money, they're not like EA to charge over +20 bucks for a single skin/animation for SW: Battlefront or Warhammer: Age of Reckoning locking a WHOLE CORE FACTION just so people can pay extra to unlock it.
I'm sounding a bit radical on this defense, but, by the screenshot, I'm seeing new trees, snow spreading, rock and man-made cliffs, and all new doodads to dismiss this argument, so you can bet this Nova mini-camp will be everything but a BS DLC. At least Blizzard's giving a choice and seducing people instead of forcing them to buy piece-by-piece so the whole game is available.
I only hope the quality of the gameplay/story for Nova doesn't mimick that of the DLCs for Arkham Knight, in which you get just a few rooms, play a bit with the new character on some forgettable storyline. But, if LotV's story proves to be strong, it'll be worth spending and stuff.
According to Blizzard, on their interview for Polygon, as well as the set story and the fact it's a mini-campaign. Besides, it's set to be set AFTER LotV, meaning this is an option rather than a requirement, as well as it'll be launched gradually pretty much like we do, with maps every once in a while.
/edit I'd advise a bit of caution concerning that Polygon article, as some of the statements there are a tad... explosive.

Also, this DLC was simply inevitable. The vast majority of the cost for a typical SC2 game is the campaign. The multiplayer, the Arcade, everything else pales in comparison to the work to do the campaign, the asset generation alone is incredible cost. So with these, they are simply completing a transition to us being able to purchase exactly what costs Blizzard in the first place to make, campaign content.
Consider that almost the rest of SC2 is free at this time. Arcade/Customs are free. Team play via spawning is effectively free. Arcade mapmakers need only purchase 1 game to get access to all material. The only thing Blizzard is now charging for in SC2 IS content, and not much else. Buying Void only gets you 1v1 melee and the campaign, if you didn't care about either of those, you have no reason to even buy Void at all.
Well, given the majority of the future matches/Arcade games will be using Void for base, as well as campaigns, buying Void will be inevitable, but it'll be much more of a push from the times, instead of literal corporate blackmail, as I exemplified above. Blizzard, I repeat, at least understands it's gamer base and allows the option for us to buy the content if we want, and rather seduces us with newer assets, curiosity, etc.
And these said assets, which take a nod from Tiberium Sun (No surprise, given Browder was a former Westwood developer), are a perfect example of that we'll buy those because we want to, not because we have to.
Slightly unrelated, this screenshot - another campaign spoiler or a possibility that we'll get to revisit some brood war events as co-op mission?
No, this is an 'Allied Commanders' screenshot, featuring Karax. You can tell this by the 'Orange Ally' on the minimap, as well as the yellow-tinted Chrono Boost.

I understand that, what I meant is - allied commanders reuse concepts of campaign missions, so does it mean that in lotv we'll get a hold-out mission on Shakuras where we need to defend a temple for an X amount of time (thus campaign spoiler)?
Because it really really reminds me brood wars protoss 08, where you also need to defend a xel naga temple from all sides until it activates (meaning that if they don't reuse the idea in campaign - maybe they're also planning to include BW themed missions for allied commanders).
