Not at this time. Even when they do implement it, we would not see anything in the editor for some time, because most of the work would be on the servers and hidden from us.
Best guess on current information: Blizzard will complete balance modifications and Allied commanders over the next 3 months. Void will be released early December, with an announcement at Blizzcon for the release date. Once Void is launched, large scale work will commence on Arcade, Allied Commanders (making new commanders or missions), as well as any out of game features. There has been word of the possibility Blizzard is creating an intergrated tourny hosting system in client, akin to Battlelog of BF3 and things of that relative nature. It has been stated that the current Void team is NOT going anywhere post launch, the team will not be reassigned to any other game after release. This indicates long term plans.

long term plans, like what? Marketplace? I hope we can have some info at Blizzcon
It's possible but there is no info inside HotS or Sc2:LotV about them. There's a new feature coming in that will probably need them but nothing is certain. I'll talk about it soon once I'm guaranteed that I can disclose the datamine.
If you mined the data then you can safely disclose it. It's only if you've signed an NDA that you'd be under fear of reprisal. There are people with entire careers built upon datamining Blizzard games so I don't think you should be too nervous!

Well some texts indicate you can get extra files and open them. However there seems to be no galaxy support for that, except for something called Automation which appears to run Lua. It's still in development.
Another thing is something called "list components" and something about loading galaxy code during game.
Not sure if I'd get warcraft. Fantasy RTS doesn't interest me as much as SciFi RTS. Haven't played the past one either. But maybe if people rave about it and it goes on sale...

I think its More about the fact you will be able to put triggers code into a .mod file like data stuff.
