Under the Weapon in question you want to change the (None) - Allowed Movement Field to Moving. This should allow the unit to move while still firing the weapon.

Hopefully you'll get a better reply than mine when it comes to this topic, but i would modify its weapon, making it so its effects does not need a "target" thus letting you target anywhere. Thats about as much help as I can think of on this (not my area) but maybe that will get you in the right direction till someone else with more knowledge on this posts.
or maybe modifying the "attacK" ability.
all of which is in the data editor.
just tested both out as I really wanted to know as well (None) - Cost - Cooldown - Time Start {0.0000} : cooldown the ability has right away, the second the map loaded, the ability had to wait this long before I could use it for the first time (None) - Cost - Cooldown - Time Use {0.0000}: Cooldown after I used the ability
Ill answer the doodad one real fast: they are under actors, they have a field "is doodad", or something like that, found that out the hard way =).
Edit: under the ability tab, on the right, there are two fields:
(None) - Cost - Cooldown - Time Start {0.0000}
(None) - Cost - Cooldown - Time Use {0.0000}
From the mouse over I think thats what your looking for, however im not 100% sure, but hopefully that will throw you in the right direction, or at least till someone else can post.
you would simply use your own Regions there, and the unit your talking about.
step by step of how to do this.
(editing to add step by step 2 seconds)
Make a new trigger
add a new even, when the box opens up, on the left side select unit, scroll down till you find "unit Enter/leaves region"
Click ok, then on the bottom of the screen you should see the information you can fill out, simply where it says "region:conver cricle to region" by defualt, just click that and change it to your own region
next, go down to conditions, make a new condition type :Comparison
Now on left side find: "number of unites in unit group:
Next where it asks for the unit group, select that, go to functions and find "Unites in region matching condition" once again fill this out with your information, and BANG g2g =)
if you need more information than that let me know =)
