It's done through lighting effects. Check out the "Lights" tab in the data editor and prepare to have your brain explode with how much capability you now have with how everything looks in your map.
There's a light mode called something like "security camera". You apply that light style, and then apply a camera object you create in the terrain editor. This won't work in multiplayer for just one player (light effects apply to all players)

Why don't you try actually opening up the available map and finding out. Its most like a semi transparent dialog box or item.

You could also plop a forcefield doodad in front of the camera and change its color to green or whatever.

A workaround could be to apply a transparent green dialog for one player.
