I want to make a creep tumor that can be placed on places that don't have creep but there is no requirement saying that it has to be on creep, so I don't know where it is getting that requirement from.
IIRC there's a flag somewhere in the effect that denotes that it much be built on creep, same with all Zerg buildings. Requirements deal with the use of an ability or upgrade, not its placement limitations.
Also I'm confused... I have an ability to create an infected creep tumor, and I checked to make sure the unit it is creating is the right one, yet it keeps spawning the normal creep tumor. Anyone know why?
Edit: lol. I couldn't find a flag for the creep anywhere, so I tried the footprint and now it doesn't have to be on creep. The only problem is... Now it can't be placed on creep

It's probably because the creep tumor consists of 2 units, the Creep Tumor and Creep Tumor (Burrowed), once it finished construction it changes to the burrowed one. I don't know how you have your ability setup, but I think you should replace it with the burrowed one.
You can change the requirements of the footprint in the field Layers then layer Placement Check then click on Define Sets. To build both on and off creep the fields Creep and No Creep should both be unchecked.

well the footprint worked :) However, I'm still confused about the burrowed unit. I have 2 Tumors, (one normal and one burrowed). I have a separate burrow ability too that has the burrowed unit in the Ability: Info- Unit, tab. Yet when I use the ability it spawns the original burrowed unit. I also checked and it has the correct ability in the command card too.
I just took a look at creep tumor, and it seems that after the morph it keeps the actor. So you need to make a create message on your custom creep tumor.
In the Game UI Data there is a field Minimap+ to customize some colours but no creep in there.
well, I completely took out the spawn unit part of burrow and added a trigger to kill the unit and then create the unit i really want and add a text tag to show it's dangerous. It still somehow creates the original unit and doesn't put the text tag in.
Edit: I even tried changing the burrow to a different unit's burrow and it still spawned the original unit. I don't understand where it is spawning it.
I solved the not on creep problem, but that's not the problem anymore. The problem is that when the new creep tumor burrows, no matter what I've tried it always spawns the old burrowed unit. How do I make It spawn the new one. I've tried Completely taking out the spawn unit in burrow, Ive changed the spawn unit, and I've changed the burrow to a different unit and changed that unit to the new creep. All of them still spawn the old creep tumor.
There is no create unit effect. It's a creep tumor burrow. the only thing I can find that even does anything in the ability is the Ability: Info - Unit and I changed that to the new unit, yet it still spawns the other unit for some reason.
The queen kinda has it... Its a modified hero version of a queen. The build ability has the new creep in it. This is why I'm so confused because I have no idea where it is finding the info to spawn the old unit.

I think it is the footprint that has this requirement in it. Try replacing it with another 1x1 footprint.

@fishy77: Go What type is your ability? Because it should be a morph. Also the flag Automatic should be on.
It is a morph and the automatic is on. That's why I'm so confused because nothing seems to be wrong.

Under the footprint just look at the Placement Check layer and make sure creep is not required and no creep is not invalid.

also there is a mover for creep. make sure thats changed.
