I have heard a lot of people wanting to make this so I decided maybe I should try. However, the time it will probably take to get most of the basic structure finished, might be more than I have. Because of this it would be nice to have someone else help with it. Preferably someone experienced in everything. I can do triggers and data, but I am awful at making models and terrain, which shouldn't be too big of a deal for a map like this. I don't know that I will actually make this, but it seems like it would be really popular if I did, so I might as well try.
Here are some things that I thought should happen:
(If you have ideas, feel free to suggest them, as this is just what I thought of in a short amount of time)
Population Caps (Houses would provide population room).
Roads that decay over time so you have to repave them.
Crime rates (with actual crimes occurring, meaning like add a prisoner zealot in to attack someone or something).
Schools.
Taxes.
Happiness level of your nation depending on many factors.
Different buildings that are normally in a city that could be upgraded to give benefits (or negative benefits).
Random events.
Natural disasters.
Budget for your nation that if you run out of money, you lose, or get kicked out of office and have to work your way back up.
Maybe have citizens randomly walk around the city which could cause for more random things like people getting hit by cars.
Possibly elections which would make you have to improve the city so people will like you, or someone else will win.
Multiplayer, so people could compete for jobs, or they could pick from certain jobs like park manager or governor, that would also hold elections in case you wanted to switch roles.
Up close mode where you could walk with your citizens (I don't know, maybe people would want this).
Land expansions that can be bought.
War mode where you have to fight other nations to get more land.
Terrain purchasable by the players (For example, they could make a beech as tatatatate described below).
Certain buildings will also affect the economy (Example: Adding a mall would make the economy go up as people buy more stuff).
The Accountant could control what % of the income goes to what player.
Park Manager could purchase terrain changes like adding grass to a park.
Require Mayor to be a mandatory role and same with commander if it is war mode.
The amount of money you get for taxes will go up as your civilian count goes up.
I don't think that you will need to do teraining. If you remember, you can modify the terrain once you entered in sim city, so you could make triggers that will modify the terrain height in-game.
For texture, you could use the creep texture to make sand (near of water) and use a square model to make roads. If you want to have an example, someone made a populous style map, here is the link : http://www.sc2mapster.com/maps/populous/

I'd say that anything over 4 players, will become difficult to find people, so I will make it a 4 player map. The amount of roles they can choose from can be decided later, but for now I want to get a few ideas on what they could do. Mayor will be a required role, but if I make more than 4 roles, and some are not selected, I could make it not affect the game. I could also make the AI do those roles, but I've learned that AI never works as well as you want it to.
Possible player roles could be:
Mayor (Makes all the important decisions and has the final say on building plans and events).
Parks Manager (Would manage parks and cleanliness of the city).
Accountant (Manages the budget and helps the Mayor stay on track).
Judge (Manages crimes and how many people go to jail).
Police department (Manages crime rate).
Commander (Manages tasks of the army [War mode only]).
Marketer (Advertizes the Mayor to increase public support and helps to win elections).
CEO (Powerful person with a lot of money and a big company that can invest in things to help the economy).
So far I have made the role selection and added a preview to what the interface will look like for the Mayor and Accountant. However, I am having some trouble. I tried to make a random role because if I didn't, then players who don't pick a role in time will not get one. I told it to pick each role until it found one that isn't being used and then pick that one for the player. Apparently that doesn't work, so players still don't get a role and it makes everything after the role selection not work. Is there anyone who is good at triggers who would help me out? I will also take suggestions for what I should name the map.

Having multiple players with different roles would cause every player to be just as important. This isn't necessarily a bad thing, but if a player is simply bad or afk, it would cause the entire team to fail. I do not want to make it a single player map because I would have a hard time getting people to play, as you cant invite someone to play a one player game, and also it would be harder to find and fix bugs.
Because of these problems, I need a new way of playing the game. Anyone have suggestions?
A few things I thought of:
Each person is the mayor of their own section of the map and using some of the elements from my first post, would build a mini city trying to please your citizens. You would also build defenses because to expand, you would have to conquer other cities. However to prevent people from focusing just on armies, you still have to provide things for your citizens, or they will become angry and overthrow you. For example, maybe if you train more soldiers and citizens, your nation would become angry because too many people are going to war. Just an idea, but it seems more do-able than my first idea. There will be 9 players allowed with only 2 required to play. Alliances will be allowed.
In addition to the above point, players will only be allowed to build in their controlled territory, and must destroy other player's town hall to gain control of that territory.
I do have to mention that there is a ton of work to be done for this. The amount of data work that will be required for this is huge. I have to make buildings, balance army units. Since I really haven't done too much with the map, I might want to just start over using only WoL dependencies so that everyone can play. I'll leave a poll on the map page (Link in my signature).
It's good to know that I'm not the only person interested in a SimCity-like map. I've been working on a map called SimKorhal since late March that is based mostly on SimCity 4 but also incorporates some ideas from earlier and later SimCity games.
I haven't started working on a multiplayer mode, but I've designed the map from the beginning to support having multiple players (no more than 4, but even that may be too many), each with their own city. They could optionally work together by trading or fight each other to take more territory. My thinking for the territory system would be something like in Rise of Nations where buildings provide outward pressure to expand your territory. You would gain territory by building near enemy territory or destroying opponents' buildings and lose territory when they do the same to you. Accumulating territory is important because you can only build (or bulldoze) within your own territory.
So far, I have the following gameplay elements implemented:
Ploppable buildings (but most of them don't do anything)
Trees
Bulldozing
Power/water (outages need improvement to be per-building rather than city-wide)
Roads
Zones (residential, commercial, and industrial). There is a lot of work left here to make buildings build/expand automatically based on demand (currently they just build until the zone is full).
Disasters (fire, flood, space debris, Zerg invasion)
Terrain tools
Budget
Day/night cycle
Our projects seem different enough that there's no reason to merge them, but perhaps we can share ideas, etc.
Good news! I have started up the development of the map once again and it is working nicely. I have decided to change up a few of my gameplay ideas though.
The concepts I have chosen are:
Players will play in a more civilization type of game where they will have a section of land they own, and they will build a city eventually planning to conquer all of the cities.
When a player loses their Town Hall, they will become forced allies with the player who killed them.
The city has multiple options to use: There are taxes that earn you income, as well as shops that will also earn you income. The twist is that your citizens have happiness. If your costs and taxes are too high, your citizens will become unhappy and could overthrow you from power. Also, every time a citizen in your nation dies, you will lose some of the happiness.
If you get overthrown, I plan to allow you to play the role of a civilian, trying to gain enough reputation by working to get back into power.
Those are the main purposes of the game. I have more planned too, like buying decorations and other things to keep your citizens happy, and I would like to add some of the things I posted in my first post, but for now, the goals above are what I would like to complete before doing more. As always, if you have any thoughts or ideas, feel free to share them.
By the way, MadProgramm, that looks like a really good game. I will have to try it out sometime. It makes me realize how much I have strayed from the SimCity gameplay. However, yours looks much better than what I could do, so I will just make what I can out of my map.
