As far as I know this is either a bug or an unwanted feature from blizzard. Hiding the gameUI disables the command card hotkeys.
even using the "Enable Hotkeys for All Players" Action does not enable these.
that would work, but defeats the whole point. ive ran into this problem myself, I really dont want to have the ugly command card there.... might just hve to make my own custom UI for it... but thats extra work

You can't just display only the Command Panel.
You can't hide everything except the Command Panel.
You can't restore hotkeys via triggers.
It seems the only way really is to emulate them via Key Press events. Which isn't really a viable option.
I hope Blizzard will get some fix done there.
Yes. You will want to use "Show/Hide UI Frame" action -> Hide Console, Minimap, Info and Control Group panels. That will leave you with just command card(+clock and fried-list) panel visible which you can move away from screen using layout files.

Is there a way without using key press triggers (they cause far too much lag) to use hotkeys for spells when the game ui is hidden?
Bump, want to know this as well.
Found no way to do this via triggers so far. Probably possible via SC2Layout file editing? Have no experience with those, though.

Try disabling UI frames one by one and leave only command card. See if that works.

I got your solution right here. Well who ever made this tutorial does. This tutorial moves the ui frames outside the screen so you cant see it but u can still use the hotkeys. http://forums.sc2mapster.com/development/tutorials/6223-trigger-default-minimap-and-commandcard-outside-the/
