One player plays as a "God". That player will be able to spawn units/items/objects anywhere on the map. He will also have total vision and is the player who "creates" parts of the map. The other players will only control a few units who tries to survive in the world.
Perhaps can "God" be a hidden building or something, just to have the abilities with unlimited range. I used to do so in the TFT editor, but maybe there are more efficent ways in Sc2.
You could take a look at the "super warp gate" unit from campagin. It can warp any protoss unit for free, anywhere on the map. You can do something similar for the other units as well.
