Can i get a marine to shoot from 2 different offsets location with their standard marine rifle attack? For example, i want it to shoot from his face and anywhere where else like his shoulder at the exact same time.
Well that is actually a fairly complex operation. You must use site ops, as I do not think there is an attachment point an the marine's shoulder. But what you need to do is duplicate the actor that is created when the marine attacks. Then have the site ops moving the launch location to the proper location. To do that, set the attachment point with a site actor, then the critique it with a site op (adjustment) actor.
EDIT: Oh and then just make the original launch from the head attachment point.

This will cause errors, because every effect only supports one action actor.
You have several possibilities to do this:
If all of the points you want to use have an own attachment point, you can use attach methods, but they are fairly complicated to use correctly and won't work when using site operations.
You can use multiple damage effects to simulate 2 simultaneously shot weapons, and use 1 actor for each one of them.
Or you just create a one shot model actor, when the marine is firing a weapon in addition to the usual action actor.
Site actors for not work with the offset SOp and need to be directly attached to a model o you might want to have an invisible (0 opacity) model attached to the marine and moved to the shoulder with the site actor attached to it.

Make 2 weapons where one deals 0 damage. Why complicate things?
