Which is the best way to force a unit to follow another one, ore "stick" to it (using data)? Is there a designated effect/behavior, or should I use a periodic teleport?
That does not work very well. The Broodlord uses a Magazine ability with the Broodlings being external. That only works if you want the attached units to be produced by the base unit.

try using the broodlord's thing with brooding escorts

If you're just talking about one unit following another one you can use behaviours to make that happen.
Thanks for the replies, I'll check out your recommendations.
I forget if it's a unit but it might be worth looking at the Raven's Hunter Seeker Missile.

if you want a unit just to passivly follow another unit then add a buff to make it passiv and then issue order "move" on the target unit.
Is there a good way to have a summoned unit follow the caster of or the target of an ability? The closest I've come is following the closest ally.

That's done with Search effects and Issue Order effects to follow the caster. Let me know if you need more than just the hint.

Just make it so the Create Unit effect applies a buff to the created unit that periodically orders it to move to the caster's location.

Aha, I forgot about passive periodics, this is actually simpler than my suggestion, so use Spoolofwhool's suggestion over mine.
