This has not been started and probably won't be for a while but here is my idea. If it is possible to link multiple maps through regions I believe I can make the ultimate single player RPG SC2 has ever known. Start in the middle of the city, expand outwards as you explore new zones and find more to do. It would be through loading screens of course but I believe this is doable, just have no clue how. Every load screen takes a few game time hours with lighting changes and such.
Good terrain has always been a big part of a good map, which consumes alot of time. But triggering seems to take a bigger part, especially for the systems. But in a map like this, terrain would actually take a huge part and you should keep that in mind.
What im trying to say, you need alot of terrainers, this wont be done alone. And they will have to be guided, else you end up with random themed map parts.
This is possible and I considered it for my RPG but was I lazy and just decided to make everything small so that the map would be larger in comparison.
If you were to start this project and need terrainers, I could probably help!
Well, I think a tarsonis city is a good way to start. One zone would be the ruined part of the city like a couple of nuclear accidents happened. Another zone would be a wasteland with a large desert. A third would be downtown tarsoinis (where the missions begin) and in the middle. For a fourth maybe a huge mine that might be a little run-down. If anyone wants to do a section they can PM me and I can offer more details. Or if you have an idea of your own for a section feel free to ask me if it's ok if you do it. I guess I would be the project manager (my idea after all) and give anyone who wants to help credit. That is, of course, if enough people like the idea.
Personally, I am very new to terraining but I think I could manage making a mine.
I am willing to help with most anything. Not very good at triggers but i do know some basics and how to go from your map to an inside of a building. I am currently working on that in my map. But my terraining is getting pretty decent. If you wanna see what i am working on now just PM and i will send ya the map. But I am willing to help.
I love making wrecked citys and under city's (slums) so if you need terrain please contact me however i do not think i can do the proper city and the desert but those 2 i think i could do.
I've been working on an RPG that I intend on being like this but I have not had much time in the past year cause of college so even the first map's terrain (256x256) is not finished. How I wanted to use it is create islands/continents linked with loading screens along with caves/dungeons that you can enter in a similar way. Maybe you can figure out some other interesting things that you could do with this.
I would suggest starting with one map and creating all the triggers and data needed for the gameplay.. except for the monsters, which you would need to do per map if you wanted to have a variety depending on the terrain.

Yep I totally suck at the data editor though so it's why I did some triggering first and lots of terrain. I just lack time to finish it in a decent amount of time so it's kind of on hold.
I'll start on the main city soon. I got some recent ideas I want to try. BTW, about that "noobs want to make great maps" bit... I prefer to think big and lower my expectations as I go along.

Action- Set Next Map, but the map file has to be in the correct directory for it to work (i forget which one)

Also, it's currently not possible online but it does work offline. AFAIK. It can work like the WC3 TFT orc campaign.

Why is it always the beginners that want to do something really, really big and epic?
Start small. Otherwise you'll become frustrated and leave it.

Because small projects are boring and don't necessarily provide any better of a learning experience.

Or you don't lower your expectations and learn to make the "impossible" instead. You'll be better for it in the end (presuming you're persistent).
