Of course kids can mod. I made awesome mods for Starcraft when I was 10 years old (even a version of cat vs. mice and the first soccer game where the ball was a zergling and the players firebats. That was the first soccer mod, MANY months before Blizzard release a plagiarized coincidental copy).
I also made Villager life with 14 years old.
(Ps.: Last Villager life I made was version 1.5. After that, people started modding my map. I also made at that time for warcraft 3 other maps like Lemmonade Commerce, Farmer Life, Risk 8, Micro Tactics, Word Tower Defense, and the Lost Mansion).
