To answer your question, please clarify, these mod are publicly uploaded on battlnet but to work with them (locally), you need to have downloaded them as a local file. Your map will specify both the local file and online file under dependencies
Do note that however, these are beta maps, if they update their mod files at anytime, you need to keep the local file up to date as well (though it might not be a problem if nothing get removed).

i can't add the mods as dependencies on the 2nd account. they dont show up in the browser.
if i add the dependencies on my first account and re-open the map and try to publish with my 2nd. the publisher will not let me publish due to not being able to find the dependencies on battle.net.
should add it on mapster's editor "bugs" thread and mention it on the forums,
the solution is obviously that u unlock your mods?, and i understand that that's not acceptable to u
ps: thank you for sharing, i think THIS one is obviously way overboard from blizz and that they will do something about it
(cause if u do it their way, each time you update any little thing (and u do get lots of testers asking/helping .... you'd obviously spend hours just updating, and going crazy in the process, and blizz doesn't want to be responsible for that...?)

edit: glad it works, my pleasure to help u give pleasure to other players, now if only blizz would make the updates "recursive" you'd be able to spend most of your time only adding to/tweaking your mod (u buying a 2nd account shows your commitment facing the greedy blizz)

anyway theres probably something people can do to secure their map somewhat
my mod uses a chain of mods. not all of them need to be unlocked. only the one on the end of the chain (the one the actual maps use) so you could just make a dummy mod file with dependencies but with nothing actually in the dummy mod file.
whatever changes you have should remain "locked"... as locked as they can be anyway.
you've successfully circumvented blizz's capping (one account for the mod and any number of others for the maps) then? congrats
the success of your mod has you in first line to "force them" to discuss upping the cap (multiple accounts seems "unacceptable customer service" to me, at least allowing "your" method to work without opening the mod should be no problem, since you can justify that both accounts are yours AND you paid twice (so they love u))
now that the "retail dust" has settled, it's time to remind them that their most valued customers are mapmakers, and that making us wait for hotswarm or even lotv is unacceptable when it comes to the mapmakers point of view...
pop system, who cares.. (it's not something they HAVE to address)
but upload disconnects, low ko max cap/ number of maps, crossrealm multiple maps clogging/hosting...are all customer "must address" issues for them (if we indeed ask properly, they will answer, even if it all we get are unsatisfying answers it seems a good start/continuation to making things move our way)
