If the SC2Mapster worked together, this could become a community project. A really big project like SC:Universe perhaps.
The biggest thing would be making it not Laggy, and every attempt at a FPS or in Starcraft:Ghost's Third Person camera has has just enough lag to make people go: "Not smooth enough, BACK TO HERO ATTACK!"
Though SC:U has a surprisingly smooth and lag-less view. Say it's possible, and we get all the animations and abilities, and the voices. You can't make money off of SC2 Maps, maybe donations... but those are rare.
Anyways, sorry for such a pessimistic look on things. I'm just doubtful everyone would do it, but I know they could.
If you want to make a StarCraft Ghost, don't make it into a fps or tps, it will be laggy. The engine is not built for that. Make it a DOTA style experience like the Kerrigan Campaign instead. That would work. If you want to make a FPS ghost project, build it in unity instead.
I'm not sure this would really be that effective, to be honest.
As best I can tell the problem with Ghost has never been money, or knowing the level of support for such a game, but more a matter of Blizz not feeling confident enough of meeting their own rather high standards. It was the same with WarCraft Adventures - Lord of the Clans. They're quite prepared to cancel a game which might be decent and would probably make them a bit of money if they feel it's not good enough, rather than pushing it out the door and milking it for a bit of money.
That said, I know from interviews Blizz really wants to do Ghost/Nova's adventures in some form so perhaps someday. An interesting point is that Ghost has never been officially cancelled, at least not in a press release sort of thing.
As for a fan project, that could be interesting :)
I think adding the plot to WoL killed SC: Ghost. And we already have a book covering it too, which makes things worse because WoL doesn't quite takes the lore from the book into account.
The original problem with SC: Ghost is that it was a console TPS with everybody tired of waiting for a sequel to a computer RTS game. And the fact they delayed the project for sooo long the consoles got their new generations and Blizzard would have a lot more work to do in order to keep SC: Ghost up to date. Consoles change fast and Blizzard's lazy as f*ck way of producing games won't work.
And last but not least: Even though Nova is a hot chick in a Ghost suit, Tosh manages to be more interesting as a character, he doesn't feel as a Kerrigan copy. ;-)
I've no doubt they have incorporated some of the old plot for Ghost into WoL and the novels (both Nova and Spectres), but I doubt it makes it impossible for a StarCraft: Ghost game to be made, just with a different plot. Though, I don't feel that WoL doesn't take the lore from the books into account personally... except maybe the whole 'no names just numbers' thing for Ghosts.
Nova does rather come across as 'Not Kerrigan' in the games doesn't she? She seems quite cool and different in the novels and the manga... though I agree Tosh is cooler ^_^ He's also the leader of the Darkspear Trolls in WoW! Or at least his voice actor is...
It's this simple; if anyone outside of Blizzard tries to do a kickstarter it will get shutdown. Blizzard doesn't need a kickstarter to complete the project, they scrapped it because they didn't like it. If Blizzard made a kickstarter it could adversely affect their already damaged PR. It just won't happen unless Blizzard decide to continue the project, no exceptions.
The problem is that if we make sc ghost (uhh) Some points are impossible. The models will be low quality. And the most important thing. We need an other Engine. The sc engine does not support jumping, ducking, climbing. So a real nice game will be impossible.
