Question 1: Is it still needed to localize maps when publishing to battle.net? Some players says that they see param/values and they have clients like french etc.
Question 2: Is there a way to order computer units to attack player without caring about the pathing (if target player is bunkered)? So attackers doesn't just go to nearest position of targeting unit like other side at the cliff etc...
AFAIK game and editor will use default map locale if there is no data for the once it's looking for. I think param/value may come if you do create an locale, but don't keep it up to date, for example string will be only in eng but not copied over for french.
yeah... but what about question 2? I have been playing with AI commands but units just don't move and read some threads about it.... So how to set units to attack "smart"?

I want them to destroy buildings that are blocking first. :)
Its because if theyre ordered to attack target unit they only attack target unit. go to like a test map where you control 2 players and build a wall and say attack a target unit behind the wall it will ignore everything else

Don't have the SC2Editor at hand atm. I'll see if I can post something usefull here that would help ya when I do have access to it. it's prolly nicer to have the AI handle it with suicide missions orso.
@BloodClud: The simplest way to do an AI would be to order a unit to attack a point. (Thats like when you A-click ingame)
Problems occur when a unit is behind some buildings but this unit has a higher attack priority that the buildings. Look for the field attack priority in the unit editor, higher values will mean that it will be more important to attack and kill.
So you could make all units (and builidings ) the same priority, then everything which is close willl be attacked.
Alternativly you could trigger the AI. This really depends on how many units you want to search for enemies in what kind of way. Check the AI categories, I am not really familiar with these functions though
And can I ask you a question too? How did you manage to use the "copy to all locales"? button? It is grayed in my editor and I can't press it and I don't know what to do to enable this button.

just do a loop through the players units, check the pathing cost, and issue the order if the pathing cost is allowed.
