In the Weapon data, reduce Scan range to 0. I forget, but there may also be a flag for whether the weapon can auto-acquire.
If you don't want right-click to initiate an attack, go to the Attack ability and deselect the "Smart" flag. This will change it for all units, so if you want it to just change for the marine, create a copy of Attack and change his Attack ability to that. In the copy, there's a field for "Ability Link" or something like that, make sure that is the same as the original Attack ability (so if the marine is ordered to do the original Attack, it will carry out its own Attack ability instead). Then in the marine's command card, change the ability of the Attack button to point to his new attack ability.
I want to make my marine really stupid. It shall not attack anything at all unless ordered to do so.
If I hit the A button and attack move to target location the unit will only move there. It shall only attack if I target an enemy unit.
