Firstly make sure each unit's form has the same max hp/starting hp, shields and energy.
Secondly, set up it's "Alias" properly. It's under the unit tab. This needs to be done for both the burrowed and unburrowed version. View the siege tank or any burrowable unit to see how this is done. Search "Alias", there are 5 fields that need setting.
If it still doesn't work, you have a more ingrained error. Delete the unit and start over, it'll save you some heartache.
So here's how I solved it. The energy/life property were the same all along but the Leader Alias property wasn't. It needs to be the same. So for e.g., if your unit is just called 'unit', and burrowed unit is 'unit (burrowed)' - leader aliases for both units needs to be 'unit'.

Problem faced is the unit gets full health the moment it burrows and vice versa. So anyone know how to fix this? Prolly a flag I need to know>?

This means that your burrow is not linked properly, the units health is not transferring to the result of the burrow.
are the health pools of your burrow and unburrow form the same?

Yes but how to link them properly? How to check for same health pool? Under Actor? Burrow ability? Or Unit?
I looked at actors, unit, and abilities for both burrowed and unburrowed. Still can't solve the problem...
make sure both life amount and life starting amount is exactly the same on both units.

The easiest thing to do is duplicate a burrow ability and start from there, it sounds like you created your ability from scratch.
