Look within the data editor at different sounds. "Global" sounds play regardless of camera position or proximity to the sound source. Sounds labeled as 3D take camera position into account.
Oooh Outback Hunter, very cool, underused model. What about an "overdrive" speed boost that doubles movement speed but disabled attack for a short time? I mean it is just a flamethrower on a go-cart afterall.
I have also had this problem with some custom assets. I believe it is a coding error within the .m3 itself because when you change nothing but the model it will suddenly work. You'll have to use a 3D program to fix it or contact someone who can.
Agree with Soul. This idea has been done to death, and done well by other teams... why not do something new and creative?
Also $37 / month is a pretty laughable amount of money, I may be pompous but I wouldn't accept that much for a single hour of work. What exactly are you expecting for $37?
You could add an buff type behavior that is always checking for units with a search area in its periodic effect.
As for the second thing, thats much more complicated, you'll have to learn about dialogs and integers and do a check from there. I'd start just by learning how to make a dialog with buttons on it (plenty of good dialog tuts out there)
You could just move the flame projection with offset actors since the head is always in the same place relative to the hardpoint or center point. I do this often in my campaign

The doodad/terrain department definitely went above and beyond for this DLC. too bad they aren't releasing one in 2017 :(
