Well originally Zerus was supposed to be near the core of the galaxy and the overmind spent 60 years traveling to the kropulu sector. It's pretty safe to assume some zerg were outside the Kropulu sector and probably dominated many worlds on their way. The Protoss are a bit more tricky due to the retcons. It was said that they had retaken 60% of the Xelnaga territory in the Milky Way, but now that the Xelnaga are space gods from outside the universe and it was Amon who actually uplifted them it makes it kinda weird to talk about. Anyway, that clearly suggests that the Protoss Empire was originally intended to be much larger than was shown in the games.

The Kropulu sector is not another galaxy but instead a small section of the milky way (our galaxy) which is about 60,000 light years from earth.

I bet the halo is a separate attachment model. You should try to create a new data entry for a model and look for it in the files.
