Impossible. Any change to the mesh will erase the weights. The animation will not be affected though. You can weight back the bones after you edited the model.
There is a function called "Convert preset to string". However, I tried using it with this function and it gave me an error message. Why do you need this function anyway?
Not really. You can open the m3 file with any text editor and change the textures from there. (Of course you'd have to be careful not to change anything else)
If you just want to change the texture you don't even need 3D Studio Max. In any case, all texture business is done through the material editor (Ctrl+M)

I wasn't aware it's even possible with the tools. Has anyone ever released a model with a turret?

It's a fine model, but obviously has far too many polygons to be an ingame model.

Lightsabers can be rather problematic atm since the current exporter does not support any effects.

As far as vehicles go, feel more than free to use my Snow Speeder model http://www.sc2mapster.com/assets/snow-speeder-model/ (with due credit of course)

Well, the best I can think of is using location with polar offset

If it's a loading screen, there wouldn't be much harm saving it as TGA
