You could use a timer that's as long as the animation, and have him replay it based on the timer. There's also a "loop forever" flag in actors somewhere, but despite its name, I have no idea what it does :P
There is no way to do this. Upgrades don't just "go up" - they're all different and separate from each other. There is no way to "overwrite" an existing player's upgrades with someone else's.

You don't need to know anything about the bank. Save a value to save it, load a value to load it. The only complication is that you have to open each bank before use, and only one bank can be open at a time per player, so any read/write triggers you make will look like

Also, if you don't want players to cheat, consider getting StarCode. It encrypts data in the bank. Without this, banks are really, really easy to "hack."
The thing is, there is no way to restrict gameplay to different areas for different players at the same time, so all players would have the same (full) minimap.
The second thing is terrain sizes are limited, so you can't have Steppes of War plus bigger maps on the same map.
Your general idea, however, is interesting. It's kind of like the 1v1 obs maps, but where more people get to play.
Data WASD is lagless, but it can't handle turning (to my knowledge). I have a mod that lets players play a regular SC2 game, but take control of single units with this view, and it sucks online because the game constantly freezes. That's not to say yours won't work, but it's just a warning.
Add any unit to the warp in ability, then put it on the command card. If you want to make it look nice, you have to set their animations through actors (marines don't have a warp in animation, for obvious reasons). Cooldowns work the same as any other ability.
