It's not a perfect, but can be usefull in some cases.
To install it for notepad++ find macros file shortcuts.xml and replace it by attached. Or if you have your own macroses in notepad you can just copy and add new one:
In Windows < 7 (including Win2008/R2) the macros are saved at C:\Documents and Settings\%username%\Application Data\Notepad\shortcuts.xml
In Windows 7|8 C:\Users\%username%\AppData\Roaming\Notepad\shortcuts.xml
When you are done, open notepad++, create new file, copy warcraft 3 tooltip and run macros Convert Warcraft 3 tooltip to Starcraft 2 from macroses menu, press ok when messages pop up.
