I noticed that the hotkeys are bound to the visibility of the LeaderPanel and not the dropdown. That's why it seems to be impossible to disable them while being able to have its contained frames to be visible.
So, you might want to rebuild the leaderpanel with UI frames. Everything but the comparison bars (spending, apm, ...) should be re-producible with enough effort. The comparison bars would require trigger code to update the size.
This is my code to show the production tab (the special tab that spectators see) for Player 1.
However, when Player 1 press S, the tab changes more to Spending. How do I set the tab such that it ignores players' hotkeys?

try overwritting the hotkey with the hotkey element. or try to set it to inactiv. something in this direction.
if the hotkey is trigger based destroy the coresponding trigger in the library.
btw robotec is a nice game, havent finished campaign yet :D

You can change the hotkeys in sc2 options.
i spend way too much time on this, the last meters are up to you. Maybe not showing the whole leaderpanel and only the single parts might work

there are templates for each element in the dropdown menu, so in theory he can reproduce everything with create dialog from template action.
