Essentially, what I want to do is make a unit only able to see in a Cone in front of him.
The way I want to do this is by using his Weapon > Stats - Arc = '25'. And, anything that is not in his Arc is set to Visibility for Player to Unexplored.
I have seen something like this done before - but I do not know how it was achieved. Thanks.
I took a look around data editor and found nothing helpful :<. Only idea that comes to mind would be to disable units sight radius and then reveal areas infront of the unit, but that might cause some problems when unit is moving....so no good sollution yet.

maybe remove the light and add a behaviour from the campaign, called Raynor - Flashlight ?

Yeah I don't think the light have anything to do with vision. It's only a visual effect in front of the unit.
