Greetings! I have worked for this terrain some time now, main (Only?) feature is the height work around the central cliff (Try and mess with the height there, i dare you.). Don't know if i will spice things up more in the future but i'll attach the map in any case, if you guys have any special idea what you want with it just say so.
Not a bad start. I'm counting 5 or 6 layers so far. Getting 7 might be rough, you'd have to do a couple without cliffs by purely hiding the height difference with houses. It could be a pretty cool thing, though. I do suggest you retexture the areas inside the city from dirt to metal. Obviously you've not gotten around to proper texturing yet, but I reckon it'll instantly improve the look of the whole thing and make it a bit clearer about what you're trying to do.
I used the fact that the Korhal scraper cliffs have a larger distance at the lowest cliff level and if i countered that diffrence with the hieght tool i would get a seamless edge and three new 'cliff levels' to work with, note that these new 'cliffs' do not block vision properly.

Can you explain how to add multiple (=over 4) cliff levels? I opened the map and inspected it but I didn't learn how to do it.
I did some testing and after all I had 7 cliff levels in your map:
