I don't know how to use it but there is a Star2OggPlugin.bmi in the Max folder in the plugins.
The sound files in SC2 are wav and ogg, maybe try adding a ogg file yourself using max
In max, open the Dope Sheet, and double click on the sound icon, add your tracks there, I never tried it, try a wav and ogg file... hope this helps

I also think you can assign one using max, because there is a ogg plugin installed with the SC2 art tools, so maybe using the trackview in max could solve the problem...
