I don't think so. Most panels cannot be moved / create errors. Also it creates a dublicate of the panel, it doesn't move the original. Since there's no way of disabling chat (I think it works even in cinematics, no?) you'd have two. And even if that worked it might not register any key-press events, just as the custom command panel won't accept hotkeys.
Cinematic mode and loading screen are the only 2 time you can disable the chat box (in campaign), not sure with cinematic mode of the custom map. But even then I'm pretty sure I can still type, press enter and the text appears.

Also they're part of the battlenet interface, not from the map so we have really little control. (not sure but it seems like map can still capture your PM to friends, if they patch it i'm pretty sure they wont include it in a patch note or someone would sue their ass off.)
(For another example we can disable the menu bar during beta and player cannot F10 quit, they just patch it in that allow you to F10 whenever you want soon after)
How did u get rid of the original UI? When u are creating the new ones with dialog boxes, does that automatically disable the old ones from being seen?
I believe with the coming patch you will be able to do something like this using the layout files but still have hotkey support. That means this way of doing it will be somewhat outdated.

Because hiding the original control group (or atleast I think so) the short keys wont work.
Hey guys, first of all, that sounds awesome, was looking for something like that for a while.
But my problem is, I don't get the command bar thing working, the minimap just works fine but after including the command bar or traying to include the res bar the game crashes.
Dunno that much bout the editor so maybe I did something wrong.
And where do I get the info about the size of the templates?

For many maps it would be so great to move the chat bar a little off because it messes up with the map interface :(
