This probably belongs on the off topic forum. That said, I believe you can download most songs as ringtones and have them sent to your phone at myxer.com
I'm assuming here your phone doesn't support .mp3? If it does, you can just use Audacity to clip and modify an existing .mp3 of the song you would like to make a ringtone of your desired song. If not, the only thing I can think of is .midi, which is an instrument format and isn't very well supported on computers.. If you're looking for a .midi, the easiest way to get an accurate transcription is to get someone to play it out on a series of instruments that support .midi, then merge it all together.. But imo, thats almost impossible to do unless you have the necessary equipment.

There are websites where you just upload the ringtone, and tell it where to start then stop, 100% free, google it.
