Okay so the map maker for Custom Hero Defense said over a year ago he would no longer patch or work on the game. He also refused to hand the game over to anyone. I would love to patch this map and fix it as its my favorite map in starcraft to this day. Is there ANY way for me to get the map files and patch it myself?
1. If the guy refused to unlock the map, why not comply with it?
2. If he will see his map stolen, he may write to blizz, and they ban the map and the account from which it's posted.
3. But it's understandable, that you want your favorite map to evolve. Just make your own map based on that map's ideas. Add your own ideas. It's how arcade maps or games in common evolve.
If they have the map unlocked you can just find it in the editor and download it. If on the other hand they locked the map (which seems likely considering the things you said) it can be obtained but it is unethical to do so. If that is the case, you should just make your own variation of Custom Hero Defense from scratch. Perhaps you can improve upon it and personalize it to your taste.
If you are dedicated enough, you will be able to get the map files and patch it up as I did with Nexus Wars. The first question you must ask yourself is "Will people will play the map?" before even attempting to remake the map. The second question is "Do you have the best interest for the map and know the mechanics well enough?" You can ask the map creator for help as I did with Lilman.

As for someone asked "do I have the best interests" I wish to fix some bugs currently in the map that showed up on a blizzard patch. I also after this wish to change some of the options to GUI rather than selection through buildings. Just tweaks that will make that map far more user friendly. Maybe add more content if I feel I can do it and keep it balanced.
Why not make a new map from scratch? Well basically =\ I don't know how to. I can easily rip apart something look through it and figure out whats wrong. Starting from scratch however has never been my strong point unless I've already worked on something else to see how its put together. Which if worst comes to worst I'll have to do just will take me quite a few months which I'd like to avoid if possible.
Okay ran into a problem every time I click open and go to the battlenet and try to login. The program goes to not responding. Any idea why it might be doing this?
Last question to ask yourself is "Will you be able to make an identical map that at least have the same pleasure of the original?"I never played the map before so I don't know what kind of terrain and triggers you would have to recreate let alone the GUI. :/ If you never work with them as you said before, the map data wouldn't help you at all.
I've worked with the WC3 Map Editor and the SC1 Map Editor and I've played with the SC2 map editor a lot but not making much. I'm a programmer so I'm very familiar with the idea of how everything works. I just need to look over it for a few days and I can sort it all out.
And can I make an identical map... I duno only way to find out would be to try but leaving that as a last resort
Okay so I do not see the map in the list anywhere. Would it be under the same name as it shows in Battle.net? Or does this just mean that it is locked?

how would I find if the map is unlocked in the map editor?

The open button... Then go to battle.net maps/mods and go from there.
