There's a new bug in the patch 1.1. When you are in a public game and invite a player to the game, if this player is the last one (full house), the game will start while the player is still pending. This is terrible because if the player is AFK the game freezes at 0, and if the player refuses the invitation, the countdown does not stop and the game starts with 1 less player.
This is terrible. Blizzard did that on the patch 1.1 because of people complaining about the time waiting in lobby. However, that doesn't reduce the problem; it only makes it BIGGER. 5 times today I started a game with less players just because someone invited an afk player.
Blizzard didnt do that... its a glitch (as you said) saying "blizzard did that becuae of people...ect" sounds...odd =P
however, very interesting find! have you reported this to the bug forums yet?
nope. I really think Blizzard did that to reduce the time in lobby. They cannot release a patch with a change like this without being on purpose. I saw many people asking to start the countdown while the players are still downloading, so they did. The problem is that they didn't realize a player can be AFK.

No, they would not start a coudntdown while someone is still downloading, it is a bug.. blizzard would not do something like this =) just report it in the bug forums and it will be patched =)
