People complain a lot about the popularity system I know, but now I'm here to complain about players. If you don't like the popularity system you need to do everything you can to make it work for you.
Popular games have people joining them constantly so the games are usually set to public in order to gather more players around it, but unpopular games are usually played by a single person or a team, so there's no need to make the game public, but the problem is: it won't count for that map's popularity!
So if you play custom maps you like, REMEMBER TO MAKE IT PUBLIC even if you know you're going to play it alone! Otherwise the map will NEVER be popular.
Do people actually make games with a group of friends and not set it public? I make sure in map night we set it public but we don't play too many out there games that require it anyways.
@Keyeszx: Go Yes, it happens, sometimes the host simply forgets about it. And this is the point, as I believe it contributes to keep the same maps on top of that list.
Let's say a group of 5 players decide to play a map they never played before and this map has 0 game time. They play it for an hour but they didn't set it to public. That game could have jumped several pages if they had it set to public as it would have 5 hours of game time. And 5 hours right now would set it pretty high on the list, specially for a map that's almost never played. Of course it will be reset to 0 game time after 24 hours, but at least more people may get to know it.

Sounds more like a design flaw to me.
