Firstly, EVERYTHING in Heroes of the Storm is in Legacy of the Void. When I get time I will write up a more complete post, but I datamined the Void beta files, and they left in the XML files that are used to describe the editor UI (What fields are basic, what category they are in, what categories are there, what they fall under, etc.), and it matches up with Storm.
Secondly there was talk about getting more documentation done for the editor back at Blizzcon last year. Not sure how that is happening (maybe Blizzard hired someone or got someone to make the rounds internally to get stuff, data editor sorely needs it).
Thirdly, given how much the Heroes of the Storm UI has been altered (in the 1.5 years since tech alpha till now, the in game and out of game UI's have been revamped like 5 times), I can only imagine the same has been done for Void.

The texture thing, I'm not so sure about. Mostly because of the video memory requirements. For better or worse, textures are trending upwards in size, and also higher resolutions are more common. I can already near max my GPU memory (2 gigs) with Storm. Also, Blizzard tends to try to make their games runnable on seemingly everything (the recommended requirements for SC2, as of this writing, is basically a mid range computer from 2007 or so).
I bet there are single models that require more video memory for their textures than an entire texture pallet. The 8 texture limit is crippling for larger scale maps.

Looking forward to the editor having more Assets/Textures also hoping to god that it will be 12 textures on my pallet and pin point symmetry. :-)
