I am trying to get a simple action to run if a unit enters any of the 4 locations I have without having to write up triggers for each location....this isn't working.

From my experience the events really don't like having variables in the initial parameters, I'd recommend just grunt it out and create a trigger for each region's enter/exit event. What I could recommend to help though is make the triggers for each event but create one action function that does the majority of what you have planned and have each region's event trigger call it as soon as possible with the region and unit in question as parameters. That'd reduce the redundancy as much as possible.

"Any Region" doesn't work for this event. You'll have to manually add one event for every region.
Sucks but that's how it is.
