It's hard to read trigger the way you pasted it, and i don't get this part. Looks like your unit is in a unit group, so maybe unit created in this trigger is not put in that group, so triggers fail to run?

Sorry bout that. The "forum posting window" or w/e showed it all organized and clean, then preivew/post has it comes out very horribly.
The triggers running, like i kill the building the first time and it spawns a new one as mine. THen someone else kills the building but it doesn't spawn again.
So what i'm trying to do is make it so when any player kills a certain building it will change to the killing players team.
I've got that trigger worked out. The issue is. I kill the building, it spawns as mine, the other player kills it and it doesn't respawn for them.

I think you might want to create a unit array for all the units that you want to respawn.
For example:
CityTown[0]= Terran Townhouse (Large) CityTown[1]= Terran Townhouse (medium) CityTown[2]= Terran Townhouse (small)
Then Trigger:
Event Unit Dies
Local Var Unit X (Real) Unit Y (Real)
Actions
Set Unit X = Position of Triggering Unit X Set Unit Y = Position of Triggering Unit Y
If Trigger unit == CityTown[0]
Then Create Unit CityTown[0] at Unit X Unit Y Change Ownership for Last created unit to Owner of (attacking unit).
