Edit the Terrain Cliff Meshes for your terrain tileset. There's a list of heights typically set to -8.0, 0.0, 2.0, 4.0. Try moving everything up by 8.0?
I tried this but it causes other problems : when I give a move order, the unit doesn't go to the point I clicked. It seems orders are all given at 0 height.
When I hide terrain cells, the fog of war is not centered on the units. It's calculated as if my unit was at -8 height.
You can see on the image below the difference when cells are hidden or not. (the right fog is on the right)
Does anyone know how to fix this ?
edit : note that this has no effect on gameplay. I just feel like I can see enemy units while they are in the fog whereas they actually aren't.

You could just give your units minus 8 height :)
