Look at how mercenaries work and copy it. I think they use charges, but you link the charges to something global, instead of the production building itself.
This is also a time where validators(gross) work best. I believe you can do a unit count. Look at the mothership, which is only limited to (1) per player.

I would like to limit the production on my unit to only allowed to be build 5 times.
