The question is extremely noobish. It is: how is the default map locale defined?
E.g.: my map has an enGB and a ruRU locale. Which one will be loaded for a player who's neither british nor russian?
I think with the installation you have, you define what kind of locale you get. So no matter which country you are frm, it all depends on which installation you do - if you do e.g DE installation, the map's text will be copied to DE locale. When publishing a map, the text data gets through the corresponding locales I think, the ones that each player has chosen to have.
I don't know the exact answer, but remember something about the game allegedly picks the best fit locale. So, americans will have enGB loaded. Not sure about europeans. You could ask people from other countries. But I don't think that germans will have russian locale loaded. I'd even suppose that english locales have a priority over others.
(Did you realy translate your map to russian? Isn't it senseless? How many russians playing at EU or US servers, 5%? How much of them don't know english? Like 1/3?)
(That's sensless, I know. But when you make a map about zergs, it rarely has much text to translate, so why not to attract some additional players by making a locale for them?).
Looks like the question isn't as noobish as i expected.

Well, that's quite obvious. But the question remains: which locale is considered "dominant" if the map has more than one?
