In short give the hydralisks a Morph ability that changes them into lurkers. Infact just give the hydralisks the ability called Hydralisk - Morph to Lurker ability and link it to the command card.

I can't find "Hydralisk - Morph to Lurker" from list (Ability command). There is only Selection - Hydralisk - Burrow and Selection - Hydralisk - Unburrow. I'm using following dependencies:
Liberty story (campaign)
Liberty (campaign)
Liberty (mod)
I have done some data editing on few terran units so I'm not sure can I remove any dependencies.
Liberty Story (Campaign) only holds modifications to the standard units; it does not add any new units. The dependency you want to include would be Liberty (Campaign) instead. That should give you access to Lurkers.
Most melee units and stuff. Usually, you want to always have this dependency.
the Liberty Multi one contains the most recent patch changes to the units, the Liberty one just provides the basic units without any patch changes.

This should set all your units to melee standard, meaning your hydralisks should not have the lurker morph ability. But with the campaign dependency enabled, you should be able to add it yourself.
You will want these dependencies: Liberty (Mod)
Liberty (Campaign)
Liberty Story (Campaign)
As Kueken mentioned earlier, Liberty Multi (Mod) is for melee map balance changes. So it is not really useful for a campaign.
With the dependencies active, Hydralisk - Morph to Lurker should be in the ability list. If not, this might be a problem :/ You could probably copy it from a newly created map with the same dependencies as I mentioned above and paste it in your current map.
Something to consider:
If you are making a campaign, you will want to use the same data across all maps.
To prevent data redundancy, make a mod and add these dependencies to it.
Next make all the changes you desire for this campaign and then when it comes to the maps themselves, just add this mod as a dependency.
Fully upgradeable, fully buildabled, fully techable lurkers. Just adding in the ability to morph the Hydra into a lurker is not enough. The upgrades aren't properly connected or missing(+dmg and +armor, extra range). Modifiable to your requirements. Either use it some of it or all of it...
speaking of which, I keep posting this map every once in a while for people... I'm going to make it an asset!
I downloaded that file some time ago, Borg, and it was wrong (if you haven't updated it since, it still is).
I managed to make them work properly (except for a text bug in Seismic Spines upgrade, that makes text not appear when you have a Hydralisk Den, but it's fine when you have Lurker Dens only).
I'll try to update it when I'm back from holidays.
Please specify what is wrong? I just went and tested it all for old times sake, and everything seemed to work fine.(I probably fixed it since last time). I've also posted it in the data assets, so feel free to post there aswell if you like. I'll look into the "text bug".
The text bug is in what I achieved so far, sorry, your map doesn't have it.
I have crappy Internet since I'm still on holidays, so I'm not able to dl/ul files properly, but will try to when I'm back home.
I'm not sure, but I think your bug was at evolving the building or the unit. I have the file around here, will open it and check what I found. I've a Spanish client, so maybe that's why it doesn't work, although that would be weird. Maybe I have an old file?
You likely do have an old file. I'm pretty on top of fixing any bugs, especially when I like to post the map every time someone asks about lurkers. Could be that it was caught and I fixed it since then.
I do remember fixing a few other bugs, like being able to upgrade the same thing more than once at the same time, and other minor stuff. That was a while ago though.
I just checked, the bug is upgrading Hydralisk Den to Lurker Den.
Anyway, my problem is that Seismic Spines is shown in Hydralisk Den, grey (like the Hatchery with Burrow and the Overlord upgrades), but when there's you have a Hydralisk Den, the description is empty. Only gets fixed when you have 0 Hydralisk Dens (kill them or evolve them to Lurker Den).
You don't get that problem because your Seismic Spines appears at Lurker Den only.
Oh, that's an old bug. That's not happening in the update.
Doubled checked it and everything is as per Zerg Standards. any available upgrades remaining at the Hydra Den grey out during the morph to Lurker Den, just like when upgrading from a Hatch to Lair, queen's grey out and whatnot.
Thanks for that map BorgDragon. It works fine for me so I don't see any problems on it.
The real problem is that I don't know yet how to copy those data parts from your map to my own map / mod. Going to do some learning about that subject.
Those dependencies are absolutely fine. Those are usually the 3 dependencies I load on my maps. The only one that is absolutely necessary is Liberty(Campaign) (And I guess Liberty (Mod) as the default base)
My Larva isn't able to morph Lurkers. Neither Hydralisks can't morph into Lurker. Any idea how to fix that? My Zerg unit data is non-modified.
I looked for some other threads but I didn't find any simple answer. Also I'm not sure do I need to turn on some triggers or edit data.
Found some help from this thread: http://www.sc2mapster.com/forums/development/data/13654-how-to-make-lurkers-build-able-like-in-sc1/

Ok, thanks.
What Liberty (mod) provides exactly?
I removed Liberty Story (Campaign) and test how it affects.

Ok. I'm getting confused =)
What are best dependecies for single player campaign in your opinion?
Liberty (mod) + Liberty (Campaign)
but how about those 2 other?
I want to use all Terran units + Lurker, Scourge.. well all possible units.
I'm also using many Liberty upgrades.

I copied parts of BorgDragon's map by XML editor to my own map.
