I am wondering how would one go about, creating an ability that launches a projectile in a arbitrary direction without the projectile targeting a point or unit?
The goal then is of course to have the projectile being destroyed on "contact" (via search effect) or being destroyed after traveling a certain distance (e.g. via modify unit effect)
Follow one of the various colliding projectile tutorials (this or this), or just peek at the Lost Vikings minigame from the WoL campaign by Blizzard for the general concept of a colliding missile.
To make it fire without selecting a target, just use an Effect - Instant ability and make it fire either a Persistent effect with an offset, which in turn fires the Launch Missile effect towards the offset (with a Guidance mover you can easily specify an end location as well, it will just impact at the specified offset).
You could also use a Throw mover launching the missile in negative y direction and use the Timeout of the mover to define the max range.
For the random part look at the archangel boss missile attack triggers from HOTS. You can only get true randomization with trigger/data hybrid methods.
