OneTwo SC did a tutorial about that RPG skybox. You could try to cloak it like a normal unit (by turning on the cloak flag) but then other players might be able to see that shimmery glow for cloaked units. You could try setting the max camera distance to something to imitate a skybox..

Go to data editor, open models tab. Make a new model based on Generic etc...
Make skybox model have belshir skybox as model field, and scale min/max be 0.007.
Go to Unit tab:
Duplicate probe and strip it, speed of 5, no collisions, height of -1.5, remove turning flag, make unselectable untargetable and not on radar flags checked, invulnerable flag checked, and make model for actor the skybox be the model we made earlier with belshir.
Back in INIT trigger add the lines:
Unit - Create 1 Player Sky Box for player 0 at (Position of Zeratul [29.98, 19.77]) facing 270.0 degrees (Ignore Placement)
Unit - Order (Last created unit) to ( Move targeting Zeratul [29.98,c 19.77]) (Replace Existing Orders)
But if the skybox follows the unit then would you not use a Model actor type?
This should definitely be possible. Just attach the model actor to the unit; for the attached model the Filter field works just fine. I have some test map flying around, second...
€ here you go, marines with attached siege tanks, the siege tanks are only visible for allies. Model can easily be changed to your skybox.

I made skybox unit and took it follow RPGunit. but ally & enemy can see it. I don't want it. skybox unit have to be seen only by own-player.
for solve this problem, I accessed unit actor-filter and check player. but there is no change.

Like usaual i only have a rough idea what you mean and how to fix it but maybe you can do so it's burrowed/cloaked? Just a guess but...

And the Actor - Filter field of the actors does nothing? Eg. Ghost Nuke Indicator and Ghost Nuke Target which already does what he wants to a degree.

It only works for certain actor types. Unit actors aren't one of them.

Yes. I did fix actor - filter to player. but it didn't work well. here is data screenshoot.
