For the battlefield screen I was thinking of using a behavior where an attached radar blip actor would be visible even through fog of war, but does anyone know how to make the target unit appear on the mini-map without revealing vision?
I think you can make them appear using what the sensor tower uses. (Lol, idk what it uses) But, that could help you. It won't show the player's color though. :(
The radar uses a unit-specific mechanism, as far as I can tell, since "radar" is an attribute of the Unit object. This means that radar is not a pure behavior-based game mechanism, and may be hard-coded to a degree.
On the minimap without vision is the built in radar thing in game. Unit that has radar will shows up in the radar range, which is the ability on the Sensor tower. The On Radar flags can be turn on or off with you behavior so its best to make a global radar and show or not show specific unit by modifying their on Radar flag
I have honestly spent at least an hour searching for a way to modify the "Appears On Radar" flag of a unit, but I can find no way through a behavior, trigger, nor anything else.
If it is possible to modify it would a behavior it would obviously be a simple thing, but I can't find it.

Pretty sure its on the unit itself.... in the data for it. And possibly modify it during runtime with set catalog field value
Yeah it is on the unit itself under flags, I just could not find a way to modify it at runtime like you mention. I will check the set catalog field value, I assume that is a trigger. A shame I can't do this using behaviors.

It may be doable with floating text actors. I'm not entirely positive, but that's definitely worth examining.
