A mod is a map file striped of all terrain and triggers carried ng the data over to the next name so you can bassically make one map to others. And check out the wiki for tutorials if that helps.
A mod is good when you want to use your changes on many maps with out having to manually propagate the data across them. it can either be a dependant mod, where maps and other mods use them directly, or and extension mod, which adds its changes to an existing map sorta on the side.
So if you want to have many maps or existing maps have your data changes you would want to go with a mod, whether its an extension or dependent mod is up to whether you want new maps or existing ones to use the mod.
have you looked at the DeltronLive Video Tutorials? Click on the CCI link in my signature and then "How to make a Custom Campaign Link." He basically goes through the beginner tutorials Blizzard made a few years ago, but he uses the current data and trigger editor.

with the last updates, has adding buildings to a tech tree changed?
ive been looking for a good tutorial on how to add the Terran gun turret to the SCV and later make some other changes.
that said, is it better to just make the data changes or make a mod? never made one so i have no idea what that requires.
