When I finish building a unit, the enemy player hears the sound. Same thing when that players builds the unit and it is finished, I hear the sound.
Everything looks normal in the sound setttings of the actor of the unit.
Bumping this, as I have a similar issue with some of the sound effects I use with abilities being heard globally.
I haven't actually tried anything to fix it yet as many other things are taking priority right now but if I can get the answer here and save some time that would be nice otherwise I'll be back later with an answer hopefully.

and filters on the Sound type actor do nothing?

You mean the +Filter field on the unit actor?
Cause my unit has no seperate sound actor. The sounds are added in the field Sonds+ in the unit actor.
