Do you think that is doable via data module ?
Make a Buff behaviour with a 0.016 second duration that disables the Transport ability and put it under the Behavior: Behaviors - Behavior field of the unit.

You could make it so the load ability is disabled for .1 seconds after the medivac is created that might do the trick
