Is there a way to loop changing an actor's/unit's height through events? I want the unit to oscillate up and down like a resting probe. I could do this with effects and behaviors but I was wondering if there was a way to do it through actor events instead.
Unfortunately no. The only way to do it through data is to attach the unit to the top an invisible actor that then changes its Z stretch value up and down. Very messy I know. Or you could change height via trigger.
Pretty sure this can be done. Look how the graviton beam ability works on the phoenix. There's a "Site (Rocker)" actor which seems to be for oscillations on elevation, pitch and roll.
How do I attach it to my actor? It doesn't show up through the Hosted Site Operations field search. I tried adding Actor Creation->MyUnit->Create under the Rocker events and that didnt seem to work either.

Attach a unit to an actor? I don't think that's how it works.
The SOp (Rocker) is probably the simplest solution. Only issue with that SOp is that it only works on the main actor so is not suited for attachments.

Look how the protoss relic from the liberty campaign does it.
On actor creation it creates the rocker actor that then sends a message to the main actor to rehost itself onto the sender.
