Okay I created a unit I plan of using as a tower. I based it on the photon cannon and have edited it. I seem to have everything working how i want it too other than one thing.
In the picture below you can see that when I select my unit the select circle is way up in the air near the top of my tower. Originally the model is mostly buried under the ground but I raised it up into the air so that all of he model is viewable. Sadly when I raised the model into the air the selection circle stay attached to the same point of the model.
I advise setting the unit height back to 0 and adding a SOp (Offset) to the actor for the tower with a positive adjustment on the z axis and Is Local being enabled. Alternatively on the model you can change the z value in the Selection Offset field.

Selection Offset doesn't work or at least the way I did it failed.
I'm still learning how to make actors and stuff and so when I tried the first idea you suggested I just got confused. Still trying but to no avail. Thank you but I need more detail.
Under actors there is a field called Hosting - Host Site Operations - Operations. In that field put a SOp actor of the type Site Operation (Local Offset) with the z axis adjusted by a positive value.

Okay I'm getting close now but I dont know which SOp to select. You said SO (local Offset) but there is not one SOp with just that. Also I added a couple SOp's trying to test if it was the right one but I can't tell if anything has changed.
Edit: I figured out what you were suggesting DrSuperEvil but sadly it doesn't fix my problem. Your solution does raise my my tower into the air but the circle is also still elevated.
true that would work although i gave up and I'm working with a new model for the tower that doesn't produce this error. Anyway thanks for all your help you've taught me a couple things that will come in useful in the future.

How can I move the selection circle down?

Does the circle move with the model or does it stay in place?

it moves with the model I tried 3ds max for the first time trying to move it up to fix this problem but i failed. Because i are noob :)
Always plan B make the entire tower an offset attachment of the actual unit and the actual unit model is set to 0 opacity.

Consider looking at some of the example maps I put in the wiki. Might be useful.
