Jax_Medoka Custom ruleset for WW2 Shattered Europe Diplomatic/Nation Building (all credit goes to him) WW2 Shattered Europe Diplomatic/Nation Building Rules 1: You require a cassus belli (reason) to go to war. 2: Wait to declare war for 10 minutes, as to give players the chance to prepare. 3: Attempt to negotiate before declaring war. Try purchasing or trading for land. 4: Declare your governmental form early in the game. 5: To go to war with an ally, you must be neutral with them for at least 5 minutes. 6: If somebody surrenders, accept their surrender or you shall be considered a warmonger. 7: If a player goes AFK, you are not to continue a war with them or declare war upon them. 8: If the map limit has been reached and a player is unable to produce a working army while you have a large military, you are to either make peace with them OR destroy half of your army and allow them time to produce a defense force. 6: Nuclear weapons are banned unless in use against somebody who shows blatant disregard for the rules.

Uhh out of curiosity why did you nerf portable AA? Air is very very very strong this patch, they don't need any more buffs. I have multiple games (Which I can most likely download the replays), where the entire game was determined by a bombing run stopping a Russian offensive by Finnish Air, or 50 conscripts and 20 AT guns taking western France under the support of forty Attack Fighters. Tried to counter their air with flak tanks and fighters but it failed.
The initial concept of air is heavily in favor of the nation building air. The person with the air direct the battle as they choose where the bombers attack. Flak tanks counter this, but they are just waaaay too weak relative to the air to make a difference. The only AA unit type that is still viable against air are flak turrets, but flak turrets only create areas where air is no longer able to attack, they merely attack areas that are not protected. Air stops offenses completely until flak tanks are created. Portable AA is essentially useless this patch.
Tactical bombers are not weak to EVERY single ground based unit. Even though AA are intended to counter air, they are merely equal with air, with flak tanks needing to outnumber bombers to be effective. Main battle tanks and advanced heavy tanks are especially weak to just bombers, outperforming their ground counters of tank destroyers and AT.
The solution to this either to nerf air, buff flak, or in my opinion, introduce anti air missile units. These units would be based missiles as their primary weapon and benefit their upgrades. They would have a 100% accuracy and mid to late game weapons. accessed by the advanced rocketry upgrade, which should be made available to all nations, without V2 rocket access obviously. SAM sites, rocket infantry would gain the ability to attack air with that upgrade, and SAM tank as well.
Half of your shit you just wrote is a rambling mess. The damage upgrade by the portable AA and the bombers have differing values, the bombers get much more damage than the AA from that upgrade. Portable AA does not have any splash damage compared to the bombers, Portable AA has shit mobility, Portable AA are a REACTIVE unit, you can't invest enough in AA or any other land army will just steam roll you. It doesn't matter where you can produce AA, air can fly ANYWHERE in mere seconds, airports can give fuel before they're even done building. You hardly need to "survive" until you can manage to research enough air, the best air nations are the ones that are tucked away and safe from any attacks, such as Sweden and UK. Portable AA does not scale lategame, if you honestly think a mass of portable AA will do well against a mass of bombers, you're the one that clearly needs some damn medical attention. The sheer AoE and bonus damage to portable AA by the bombers will remove them in seconds. I love how you try to say that portable AA is broken but aircraft is not but a large portion of games that you have won have been decided by the use of bombers. Keep defending something that you clearly use often.
Need nerf sniper and heavy tanks
2-tier heavy tanks are better in all respects than 3-tier medium tanks
They dont need adv war factory, lots of science. This is very important
Previously, a 3-tier medium tank was standard, but now a 2-tier heavy tank is being used to power it
We want both medium tanks and heavy tanks to be attractive choices, but in all cases 2-tier heavy tanks are good.
Surprisingly, the 2-tier heavy tank is not significantly weaker than MBT
T34 / 85 and panzer5 became allies of the old age
I would like to talk about the price of 2tear sherman and 3tear sherman, but they will not mention it because they have lost their jobs to heavy tanks
In summary, 2-tier heavy tank requires much less opportunity cost than 3-tier medium tank and is much more powerful than that
Sniper is too strong.
It is desirable to limit their maximum number of production or increase production time to make it difficult to mass-produce, or increase their supply to 10.
It is unrealistic to mass produce a high-quality sniper as a factory produces it.
Anteep you didnt change price of USA tactical bomber and ship
When the prices of medium tanks went up, I found something strange.
The price of t34 / 85 rose from 140 to 165, but the price of the Panzer 5 rose from 165 to 235, and the price of Sherman rose from 95 to 150. It's really really weird.
Is Churchill's too low damage power intentional?
When Germany captuer paris, can you make coastlines and bunkers on the coast?
Even if the UK landed and Germany again regains it, the economy of Germany is devastated, and Britain becomes more richer because of the navy, radar, and oil rings.
I remember once you said that you were going to make an alien invasion mode and a new zombie mode. Are you still going to do that?
I love this game very much, and I hope that this game will be constantly patched and played as a user playing in US, Europe, and Asia servers.
One thing I'm curious about is there is no WW2SE in your match history. Do not you enjoy your map anymore?

Agree a bit about tier-2 heavy tanks being strong, but it's just medium tanks and tier-3 heavy tanks that need improvements. Medium tanks and tier-3 heavy tanks should be cheaper, and tier-3 heavy tanks should be as fast as tier-2 heavy tanks.
Snipers are indeed a bit OP. But if any changes are to be made, it should be increasing the cost or decreasing the damage.
Churchill's low damage is good tweak, I'd say, because it makes UK to drop on Normandy than to play tags with tanks in Russia.
Logistics can be represented in this game by increasing cost of factory/barrack/airport or decreasing unit production speed. Logistics is a primary defensive advantage that allowed Allies to overcome Axis military superiority. For example, even if the combined Germany has much greater GDP than SU, SU can reinforce units from home base while Germany have to bring troops from far away. However, logistics is not as important in the game, as attacker can simply build few cheap production buildings on the frontline to reinforce faster. Increasing cost of production buildings adds strategic depth to the game, as the victory would not be simply determined by GDP, but also by tactical maneuvers such as: attackers securing strategic choke points to secure front line production buildings and reinforcement line, and defenders flanking the reinforcements.
Some thoughts on the current patch:
Patch was needed to make air stronger than the previous patches, but you kinda went overboard this patch, curb the power of attack jets and remove some of the buffs you implemented, not sure which, but just some. Snipers need a minor nerf, they're just way too strong, they're able to be massed in groups late game and still be viable. Reduce their health, their damage is fine. Tank destroyers are a bit weak, they require huge amounts of tech, both medium tanks and heavy tanks. Buff Tank destroyers so they're strong against heavy tanks but don't overwhelm medium tanks. Might want to revert the change to flak as well.
I guess heavys need some nerf
Anti Air wouldn't be used if it wasn't effective. Just run around and harass with them,although I do think that high level fighters should be insanely hard to hit with flak. About rocket spa, split your army like you would when facing banelings. Additionally,you can just rush them with thinly spread armored cars. Also,about that "in ww2 it was like one strike and bye" there were constant barrages of artillery,a single group of them could sustain fire almost as fast as a bolt action rifle.
Im also going to respond to your previous comments here. You wouldn't want your planes going through Germany to get to soviet airports now,would you? I believe you are talking about the ground and sea transport. It would be really stupid to be able to lock a naval invasion in place with machine gun bunker slowdown.

I'm "still going well normally" because I am a mature and decent human being. I think you are forgetting that in the game.it is not 1 infantry unit you are buying,it is a division. This makes for an extremely unequal comparison. Furthermore,it would be stupid to have accurate currency representations in the first place. Because the game is in Pounds judging from British convoys,there would not be enough actual cash to fund a military because of how slow it comes in. Additionally,there is a problem with sc2 where if you have too big of a money count it goes into ... . Because of this,it would be extremely hard for Anteep to create more realistic values. Also,I wasn't talking about cost or supplies in the first place. I was talking about FIRE RATE. I was using rifles as the benchmark.

It would take a silly amount of artillery to destroy a city.
Yeah it would be nice if a few units would show target priority. Dive bombers to armored targets, assault guns to light targets. I'm not sure how this is done, but I think its possible without removing the ability to attack other targets. In Desert Strike, protoss has a surface to air unit that looks like an immortal, and if there is any air unit present at all, it will shoot it even if their are ground units attacking it. It has two attacks, the ground attack somehow gets disabled while their are air units present.
To see which planes are refueled, go into your options->gameplay->Set show unit life bars to "Damaged". Whenever a plane is refueled, its energy bar will disappear.

Frankly, the NEUTRAL countries are almost NOOP, while the MAJOR countries are experienced players, so Italy can never win if Spain is a NOOP
I do update the Korean server, check the author of the map you're playing, because chances are some other user uploaded my map, which is not updated.
Saw the new patch. I see you buffed Italy by replacing their light tanks with medium tanks. Italy does not need any more buffs this patch honesty, they're way too strong in the first place. I've been playing almost exclusively Italy in the last patch, I was able to break through Turkey by the time Barbarossa started, mainly because the implementation of an Italian Navy removed the weaknesses that Italy already had, the bunkers in Egypt. See these bunkers stopped Italy from creating a couple of conscripts and barreling forward into Turkey for a good three minutes, allowing UK and Turkey to prepare some defenses, but the inclusion of a navy practically removes the bunker threat and continues to bombard Turkish and Middle Eastern cities after they remove the bunkers. France could use a few buffs this patch, I hadn't seen a successful defense of France in a long time, resulting in Germany having a big enough surviving starting force to invade UK, which unless they place submarines and bunkers around their Island, which is a big cash investment, have no counter to. I'd either suggest increasing the amount of bunkers France has, increasing starting army of France or add more defenses to the vulnerable areas of UK.
