You mean put it down while in the editor? As in placing it? Just go to the Unit tab then on the drop down list select structures and find it.... You state the question awkwardly, not sure what you mean.
For the second question:
Make the event when a unit enters/leaves a region
for the action find the 'Issue Order' action and play around with it, you should figure it out, im on the wrong computer to open the editor and give you a step by step
This is the general layout i use, obviously you can change the Battlecruiser to whatever you want etc. (This is a copy paste of trigger text*)
Actions:
Portrait - Show (Cinematic portrait at Center Left) for (All players) (Do Not force visible)
Transmission - Send transmission Battlecruiser_Ready from (Model Portrait - Battlecruiser) using (Cinematic portrait at Center Left) (Add 3.0 seconds, Don't Wait until it finishes)
General - Wait 8.0 Real Time seconds
Portrait - Hide (Cinematic portrait at Center Left) for (All players) (Do Not force visible)
Use the data editor for these kinds of things.. find the grenade in the abilities or whatever it is in, then modify the settings and somewhere you should be able to change it. Sorry I cant get more in depth, im on the wrong computer to use my editor.
For everyone who has been struggling with Custom Variants and how they seem to error during the publishing process, I think I have the solution...
Try to keep the custom variants simple, and none of them can conflict with another attribute of the same variant. Also the player properties must match these attributes; ie. you can not have player one as RED in the Properties but listed as (none) for colour in the variant.... Use common sense to make sure no attributes conflict with themselves etc..

The key thing blizzard needs to do for SC2 is bring back a Warcraft 3 style custom games menu. That simple and easy. -.-
