6-create a final effect ( damage )
now this what you need to do
1-go to the behavior then go to modifcation and set the movment speed to 0.8 ( slow down unit 20% of there normal speed ) set the duration of the behavior
2-go to the apply behavior effect and put the behavior that you created there
3-go to the search area effect and set the redius of the search that you want and set the apply behavior as the applied effect ( you will find that in the same place where you set the redius , also set the search filter if you want it to target allies or enemies or both
4-now this is the hardest , go to the create persistent effect then set the period effect to 0.1 for example ( means that the effect will be created every 0,1 sec ) then set the period number of the effect and the effect that it will create which is the search area , if you are doing that the ability will be created in target location , then set the impact location to target point
5-now for the damage ..... go to create persistent again and set the final effect as the damage effect
6-go to the damage effect , set the damage then set the search of the damage = the redius of the search effect that you made
7-finaly, go to the ability and set the effect+effect to be the create persistent only ( becuase the create persistent will create all the other effects )
that would be it :)
if i have missed some little details then know that i want you to search for them because that would be the only way for you to learn data , good luck
if you are using an action actor then make sure that the actor is choosing the right effect that you are using and go to the events the check if the beam is created after the effect is started and it end after the effect is finished
some models may not shows up if you choose a very dark color like vortex ( specialy if you are using low graphic ) so dont go too dark
you can just make an behavior that lower your energy regen and set a valdiator to the behavior so that the behavior would just work when the unit use move ability
it would be better and easier to upgrade your ability with normal upgrades, That way you can change the ability tooltip and the learn ability tooltip to show what next level can do
but if you are using many effects as level then you make a button for each level ( you will also need a requirment for each button ) which gona be hard to explain.....
i watched the game video and it is really good map, Im a data expert specialy at making custom abilities ( which you asked for ) and i dont mind helping you doing new heroes.
i do know how to attach models and create new custom units but they are only attach which mean i use sc2 models together to form new heroic looking unit or whatever you call it.
there also many stuff that i can help you with but i dont want to say them in public ....

Since long time i have been working on a map ( RPG mode ) With many heroes and advanced custom abilities, the map already have a very good terrain and 7 heroes completed With unique revive system ... actualy the map is 60% completed but still im planning on adding a survival mode and still want to add more heroes
unfortunately the guy who used to help me doing the map is gone for some reason and he cant help me anymore
so now im looking for team or partner good in data or triggers (it doesn't matter) who would be able to help me finish up this map
i have alot of free time so i can work on map almost anytime i want

Thats very easy, Just fallow those steps
first create those 1- create the ability

you can also do that with triggers
Events anyunit use ability ( the ability you want ) Actions start cooldown of the ability you want
