You're using the LibertyStory dependency. Never use that. Just use Liberty.sc2mod and Liberty.sc2campaign. The other 2 are useless for custom maps.
What's happening is the game is looking for the story mode armory stimpack upgrade for the button to show up, and since this isn't a campaign map, it's never going to find it.
They're not useless. They have nice units + doodas terrain artists like to use. To get stim, etc. back you have to go into the marine stim ability and take off the requirements or edit them, like so:
& you don't have to replace a unit that's already there, click an empty space on the command card and (None) on the train ability part to just add a unit to the factory, & make a new button of course.
Build cost like minerals or w/e is on the unit itself, in this example.. it would be on the siege tank itself.

Then just switch out their sounds by clicking each 1 & changing it for another sound on the list. They're all listed by unit + other sounds.

Marine Arena has this exact affect under it's Support Tower. Jus check that map, it's on the forum sumwhere.
